OR:

"completed" instead of "fulfilled"

This seems to be the typical language used in US diplomas.

agree Erin DeBell : I definitely like "successfully fulfilled the requirements" perhaps followed by "for a vocational high school degree" or something similar. It doesn't seem like the US has an equivalent course of study.
