I have never found a satisfactory translation for "responder a". Not as in "él responde a la pregunta" (he answers the questions), obviously, or even "responde a la necesidad", but rather this pesky use of it:

Al monopolizar la creación del derecho por vía legislativa los “estados” no tardarán en dotarse de su propio “derecho nacional”, respondiendo así al concepto de “estado-nación.”

Yeshwant: No, the idea here is definitely not "react to". In fact, the idea is that the nation-state was sth new, unprecedented ... so sth cannot react to sth that did not exist to date

Thanks Matt Actually, that's exactly what I put ... but ... hmm, I never really have that "that's it!" moment with this translation. A bit unsatisfying. But it will do.

Yes, it depends on the context, I guess, but I often go with "in accordance with" or some variation thereof.

In the given context 'respond to' or 'react to' would be a suitable translation of 'responder a'

It seems responder is closely 'aligned' with the meaning of corresponder. In fact, the preferred answer of according with reflects such line of thinking.

Here: thereby tying into - or even pandering to - the 'nation-state concept'.

BTW, pesky is a US American term that is increasingly coming into use in the UK.
