This phrase occurs in the Link Policy section of a Spanish privacy policy and use of cookies statement. Here is the general context:

"El RESPONSABLE no se hace responsable de la información y contenidos almacenados en su página web por terceros. Sin embargo, y en cumplimiento de lo dispuesto en la Ley, SE PONE A DISPOSICIÓN de todos los usuarios, autoridades y fuerzas de seguridad, colaborando de forma activa en la retirada o, en su caso, bloqueo de todos aquellos contenidos que puedan afectar o contravenir la legislación nacional o internacional, los derechos de terceros o la moral el el orden público."

If the SE PONE A DISPOSICION phrase stopped at FUERZAS DE SEGURIDAD, I'd say that it was the content that was made available to TODOS LOS USUARIOS, etc. But, the COLABORANDO DE FORMA ACTIVA seems to point towards the RESPONSABLE making itself available for active collaboration in taking offensive content down. Suggestions?

It is definitely the RESPONSABLE the one at the disposal of all the users, authorities (etc.).
You can see this if you omit the text in the middle: "El RESPONSABLE (...) SE PONE A DISPOSICIÓN de todos los usuarios...".
The phrase "se pone a disposición" means "to be at someone’s disposal", and it is people rather than contents that are at someone’s disposal.

agree Peter Clews : I agree with Mafalda (jeje, LOL), the "responsable" is definitely the subject of "se pone a disposición". Needs rephrasing, e.g., He/She (the person responsible) will collaborate actively with all users, authorities and security forces, removing or.." etc
