I think the general term or concept is this, with "ablation" in English referring to the way this is done -- for example: "female genital mutilation is defined as partial or total ablation of the external genital organs of ... "

Liz ... thank you for your comment. It's fascinating to realize that I've never thought about this expression before and it is certainly fraught with judgment (Western, at least). "Circumcision" is decidedly a more neutral word.
