Literally translated: in process of correctly managing (however the wording probably doesn't promote much employee morale as it sounds condescending!)

If this is an employee's grade, then I assume it refers to his/her ability to manage. If this is the case, then I would translate it as
"developing good managerial skills"

If this is an evaluation category header, then I would translate it as "Management Potential"

Since I don't know the full sentence context, I won't be able to say if "the process of" is unecessary (it usually is in English) or not.

proper management, to manage properly

i think "proper" is a better fit than "correct" in this context (US English)
