This can mean 3 things: assistant, practitioner & practising

I rule out the last because it applies to religion, but I'd opt for the first if this is some kind of certificate issued by an employer or a centre at which the student has been doing practicum. "Practitioner" will apply in qualified professions needing a license or sorts (medicine, law, civil engineering, architecture, etc.)
