Llegamos a Alarcón, sobre un cerro cabecera de la extensa y fértil vega del Júcar, se extiende uno de los recintos amurallados mejores y más completos de los que perduran en España.

Are we going over a hill to the fertile lowland of the Júcar? If so what type of hill? Maybe I will take a break and go to Cuenca to check it out myself! Thanks in advance for any suggestions.

I may be all wet here, but I understood this differently. A "cabecera" can be the seat of government, or the top of something, but it is also the headboard of a bed and the backboard in some ball games, I think. So, I visualized it as being a hill that formed a backdrop for the valley below.

We arrive in Alarcón, sitting atop a hill that forms the backdrop to the broad and fertile meadowslands of Jucar ...

En ingles no existe una traduccion a "vega", que se refiere a la porcion de tierra irrigada naturalmente por las avenidas del rio. Su equivalente usual es el de "valley" o "lowlands", aunque podria utilizarse "bank".

Sucede lo mismo con el concepto español de cabecera
