guideline hours

"Ram-" is often used to indicate something that serves as a general guideline, something that defines some general principles within which something should fit.

For instance:
"Ramtider
Ramtider för öppethållande på förskola och fritidshem är kl 06.00-18.00."
http://www.nora.se/noranet/noraInte.nsf/webdocs/33F6EE2E50DD...
Here, "ramtider" are the hours when the nursery school etc. should be open or normally is supposed to be open.

More context would be helpful.

block scheduling

I'm not really sure here - a little more context would make it easier. Given they were talking about booking I thought this could mean a "block of time" booked at once. Block booking normally refers to seats booked for a group, so maybe block scheduling would work.
