Det är varken tillåtet att köpa eller köpa kvar.

Could someone enlighten me as to the meaning of "köpa kvar" please?

pay to keep

Depends on context of course, but in the examples I found it seems that you can pay to keep something.

In the example below a person is prepared to pay to keep Örebro in Allsvenskan:

There are also a few examples of people wanting to 'köpa kvar' sportsmen, i.e. paying to keep them in a certain club, and it also seems to be the case with any valuable employee in an organisation.

This example deals with a proposal to let drunk drivers have the opportunity to pay to keep their driver's license.
