أعادت حماس إنتاج خطاب التحرر العربي، في قالب إسلامي، حيث تحدثت عن استنهاض قدرات الأمة العربية والإسلامية، واعتمدت على الداخل (شعبا أولا، وحكاما ثانيا) في مواجهة تحديات الخارج، وبدأت في محاولة الحصول على دعم مادي من بعض الحكومات العربية والإسلامية لدفع رواتب موظفي السلطة وقامت دول خليجية، أبرزها قطر، وإسلامية أهمها إيران، بتقديم دعم مادي يكفي لتغطية ما يقرب من شهر من رواتب الموظفين المتأخرة، وإن كانوا مازالوا عاجزين عن تحويلها عبر المصارف البنكية.
