jóvenes de las naciones

I've heard the expression "youth nations," and I wonder if that's what's meant here. However, that would be a duplication of the first group in the list, wouldn't it? I also had the thought it might be referring to youth in national groups living within the country (Dominican Republic).

La base poblacional de jóvenes y adolescentes tiene actualmente 5 líneas de intervención”: jóvenes en asociaciones, federaciones y clubes deportivos; jóvenes en las ONG; organizaciones religiosas y grupos juveniles; jóvenes en las escuelas; jóvenes en las universidades, y **jóvenes de las naciones**. Los jóvenes de mayor vulnerabilidad (fuera de las escuelas, niños de la calle y en mayores niveles de pobreza) no parecen estar claramente identificados como una población prioritaria.

Given the context, it seems they are talking about young people from different "nations" which I think refers to people like indians, or from different countries of origin.

I am not sure, but after reading the paragraph it would make sense, in this context.
