Auch die Ansicht der xxx, dass xxxKost im Zusammenhang mit einer „Make or Buy“-Entscheidung dazu führen würde, dass Betreiber Infrastruktur zukaufen würden, anstelle selbst zu investieren, ist vor dem Hintergrund des Two-Way-Access nicht nachvollziehbar.

possibly: investing in their own infrastructure if this is a telecom service provider, they have to make the decision of building their own infrastructure (e.g. putting cables into the ground or setting up mobile communication networks) or providing the service via the existing infrastructure of another service provider.
