Each country (and each state or city) has a department responsible for companies registration. Different places call it different names. However, the one common name used for the person or department who registers companies is: registrar.

The reference link shows all countries department of registrar of companies.

The name is also used in UK, Switzerland and others. United Stated has different names for these offices, however, the person would still be called registrar.

You can also Google the term "registrar". You will find many websites defined it.
