我的大概理解是”如果对于某一化学物品的安全性有任何疑问， 应该选择高一点的危害级别", 可是不能肯定，也不知道英文法律也有相同或者类似的表达方式。 网上资源少。
两个原则可不可以用一个英文原则 “Proof of Safety" 来表示？请各位帮忙，谢谢！

疑者从重 出自古文“ 刑疑付轻,赏疑从重"
"罪 之 疑 者 從 輕 ， 功 之 疑 者 從 重 ， 所 謂 疑 者 ，非 法 令 之 所 能 決 ， 則 罪 從 輕 而 功 從 重 ， 惟 此 一 條 為 然 耳； 非 謂 凡 罪 皆 可 以 從 輕 ， 而 凡 功 皆 可 以 從 重 也 。"
我个人认为你的理解是争取的，在给有危害的的化学品划分危害等级的的时候，如果对某种化学品的性质不明或者危害性不明，那么宁可把他归为危害性重的一类。这和中国的一些俗语是一个意思：
“宁可信其有，不可信其无”
“宁可错杀一百，不能放过一个”
但是我觉得很难吧这个意思浓缩在短短的几个单词之中，我建议在译文中吧这个意思展开
