Maybe it helps.
But the approach was quite sensitive upon noises and geometrical transformation. To furnish the approach with a feature of standing against noises and geometrical transformation, Tsen[4] and Rui, Huang proposed corrective methods.
Just to make the sentence clear.
There must be two papers concerning the corrective methods.

There are 3 people: Tsen,Rui and Huang?
As for the second sentence, I think it is complete.

Huang Tsen and Huang Rui
I think the sentence is complete. Here, it refers to the paper written by two persons -- Huang Tsen and Huang Rui. However, it may be that Tsen Huang or both of them have written many papers. And, ~{P^U}7(~} is the fourth paper of these authors that the research paper you are working on refer to. That is why they put [4]. You could merely check the whole research paper you have on hand and see whether they refer to any paper title written by the same person Tsen, Huang. Hope this may help.
Discussion
"Tsen[4]" refers to what he presented in a paper and "Rui, Huang" to what they discussed about in their paper, which was mentioned in the paper you are translating.
