Ich denke, staatliche und öffentliche wären hier indem Falle das gleiche. Leider gab es keine weiteren Hinweise auf local oder nicht local. Ich denke, es ist tatsächlich der Staat gemeint (da es um das Bereitstellen von Sozialleistungen geht). |
