Although it can refer to circular reasoning (and avoiding questions) in arguments, modern usage suggests that it means that a question must be asked given the current situation (as the definitions below from wiktionary and answers.com clearly indicate).

: Eight years later...I agree. Typical modern usage does not agree with the classical definition of the phrase. Erroneous or not, the writer's intention must be taken into account. The translator needs to analyze the context before choosing a translation.
