Thanks Valeria for this clear description. This would seem to suggest then that this plot (occupied by a factory) is in a zone which shouldn't have been built on in the first place!

Le norme tecniche del piano regolatore, all’articolo che disciplina le zone di rispetto stradale, dispongono che, ferma restando la loro non edificabilità in esse possono trovare posto nuove strade, allargamenti di strade esistenti e altre attrezzature genericamente al servizio della circolazione stradale (quali marciapiedi, piste ciclabili, parcheggi di servizio).

Sorry to get this via French, but researched that way!!:) as knaw it was emprise in F and coud not catch the GB terme!!!
