latex = rubber; rubber does not have a long useful life
it is a slang expression - I knew in 94 when I saw the exhibition that the exhibits were made out of rubber and that rubber only has a short life. So it is not surprising that the exhibits have had to be replaced

The writer is stating that latex, as used here, doesn't stand up to the rigors of time. In other words it breaks down quickly (cracks, etc).
