"grilla" in Mexico at least is that sector of society that is very political and outspoken on different issues, and is often organized. (i.e. activists)

Entitled "Grilla, grillos y grilleros," it defines "la “Grilla”, como contraposición a la política." However, this article is quite clearly slanted against la grilla.

More to the point in this case, it can also mean a kind of political debate that goes nowhere, as in this example:
Las reformas en el sector eléctrico o en la ley laboral, incluso en nuestro sistema fiscal, siguen estancadas en la grilla política entre un ejecutivo inocente y desorganizado, y un legislativo revanchista e irresponsable.
