agree  Robert Donahue (X): My guess is that this refers to "conspiracy" in the legal sense. Plotting over the commission of a crime.+++I'm in editing mode. So the errors are...how you say, glaring(er) than normal.

agree  Can Altinbay: It is an idiom, as you say, and not just a meeting. I wonder if there was a contract involved (M of the Ms is a necessary condition, illegal purpose makes one invalid).

"Meeting of the minds" could just mean meeting, that is a consultation.

I gather that there were more than one defendent, and one of them got the others together for a pow-wow on something that was decidedly egregious.
