Radtakt{signal}

Without further context, my educated guess would be that this 'wheel' has some sort of cam arrangement that issues a signal, say, once per revolution. This usually serves as a 'Taktsignal' or 'Taktpuls' to signal distance traveled or time elapsed, depending on the wheel.
