From a discussion by a Spanish tourism authority about encouraging French tourists to come to Spain to play golf, saying that they are a good potential market because they consider quality more important than price:

"A la hora de elegir su destino, prima la calidad sobre el precio por lo que sería conveniente tener en cuenta este mercade y PRODIGAR ACCIONES dado que..."

I suppose it means they should heavily invest in attracting these visitors.
