"Los amigos del Presidente **copan** las instituciones del país."

Quiere decir que ocupan todas las posiciones de importancia de las instituciones públicas del país o que las instituciones están llenas con empleados que son amigos del Presidente. No logro encontrar un término en inglés que me convenza. He visto "sweep or win (all the seats in an election)", pero en este caso no están allí como resultado de una elección popular, sino que fueron seleccionados en los cargos por el Presidente mismo.
