What is the meaning of the last sentence?

What makes one question more effective than another lies in its spirit, and that spirit cannot be defined by a set of guidelines that we can follow. They are more a function of where people are coming from in asking them than in what is said.

The questions that people ask depend on the background of the asker: their knowledge, their expectations, what they would like to hear, and so on. The wording they use in their questions is sometimes coloured by the above, so subconciously might use words that get them the answer they would like to hear, for example.
