I think cinefil-san's answer may be correct.
I'm wondering if your source text has a typo (裳段 instead of 裳階), in which case I'm sure that 'lean-to' would be incorrect...
裳階（もこし） is an intermediate roof placed to give the illusion of having an extra tier (3 real tiers made to look like 4 in the example of Horyuu-ji.)
I'm just not sure about the 'protective function' in relation to the shingles...
Maybe others can elucidate...

Sorry, just re-read the sentence and of course it's an intermediate roof *with shingles* built to protect the structure.
I also saw on the web that, controversially, the 'mokoshi' was left out of an ice reconstruction of the temple made for the Sapporo Yuki-Matsuri.
