If someone did something and then, as the results of his action, wants to jump the fence: does it mean they want to commit suicide or move on?

If you could provide the actual text with some context, we could probably answer with more certainty. In my experience (US), this phrase is not too common. Nonetheless, it certainly does not mean "commit suicide"--probably "escape/run away" is closest.

To jump the fence (when it's not about literally jumping a fence) generally means doing away with a routine, a career, a social surrounding, etc.

One who abruptly leaves his/her family (or his job, or his town) seeking to start a new life - jumps the fence.

agree Refugio : My understanding is that the person wants to change to the opposite side. When someone is "on the fence", it means he isn't sure which position to side with.//Thus, he has taken one position and wants to switch.

Thanks, Ruth. I agree w/your understanding of "on the fence". However, I thought one "jumped the fence" from a position "on the ground on one side of the fence"//Of course. That's 1 meaning. Another is just getting out of a situation
