It's supposed to be a representation tool, but this is all the context I have unfortunately. It's part of a method know as the "MUST" method, which is applied for the analysis of IT requirements for future IT implementation proyects. I found a site where they sell the book describing this method in detail, it's in Japanese but they included the full contents of the book in English:
