This is part of a section describing the responsibilities of each member of the management team:
"Er ist *fachlich verantwortlich* für Marketing, Vertrieb und Finanzen."
What meaning does "fachlich" add to "verantwortlich"? Does it mean something like "qualified" or "hands-on", or does it actually not mean anything much at all here?

I think I would like to correct that to "operational responsibility" (many more Google hits), e.g.
"As Raindance’s president and chief operating officer, Peter has operational responsibility for sales, engineering, marketing, account management, client services, professional services and operations."
I think the point is that there is a difference to Führungsverantwortung - people management/day-to-day management.

To be 'technically responsible' really means 'when it comes right down to it, he is responsible', oder in Deutsch 'Genau genommen ist er dafür verantwortlich'.
