Sounds to me that you are being asked to translate a translation made into english (badly) from another language.
The sense of the thing is that she was responsible for making the major decisions and, since she was Queen people had to be lloyal to her and stick by her decisions, good or bad as they may have been. Her death, at the time that the nation was experiencing a turn in its history, allowed the people to take a different stance without being accused of being unloyal to the Monarchy.
