A "spant" is a rib of a wooden ship, and "traden" is the route. ("spantad" then being the verb for assembling the "spant" (same in plural)) So basically it means to be properly built for the task, whether referring to a ship or to the sailor, so the metaphor is pretty straightforward.

(The) right man for the job

Depends on the context. You could say "purpose built" but if it's for a person, as it usually tends to be, I would suggest the right man for the job. Maybe in the US you use other phrase; fits the bill?
