Hello.
In the instructions for the installation of an X-ray inspection system, written in “Chinese English”, I have the following sentence:
“Before installing, you should assure that electrical outlet on installation locale has reliable grounding wire.
**Non-assigner** can’t install and dismantle equipment.”
I don’t know what they mean by “non-assigner”.

I think that either “an unqualified person/technician” or “a person/technician not designated by the manufacturer” are possible meanings.
I have asked my client to clarify, and will let you know when they answer.
