Comment: "David, I checked with Margaesther who is a huge help to me with archaeology texts, and what she told me leads me to think that "determine" here was intended to mean to "necessitate". After digging in the substructure, it had to be reinforced (another meaning of consolidate), but that hasn't been done, so the public can't go in. Thanks to you and Lydia for answering!"
