evidence book

I haven't come across one of these in my own work, but the term does come up many times in Google ... perhaps this is what is meant in this case ... more than just a book for keeping receipts. Otherwise, 'receipt book' sounds right to me.

Also:

'Our evidence book was over 4 inches thick ... '

'...in advance of your audit you prepare an evidence book ...If you send an email to the actuary … print it off and store it in an evidence book.'
Example sentence:

'To establish procedures for the safe, secure, and legal ... one must be placed with the evidence, one into the *evidence book* and one placed in the ...'

'...includes the evidence that was omitted in the Bureau of Archives’ Report, as well as the evidence missing in the *evidence book* but found in the official transcript books.'
