See link. I wonder if it means that there is an exemption from paying (e.g.) a registration fee for those on welfare or similar. iate gives welfare purposes as an option for sociale doeleinden.

Is the text near the fee that has to be paid for the copy? If so, I think they mean 'charities'. I.e., if a charity is requesting a copy of the marriage certificate, it will be exempt from paying the fee.

: charities get married?/am fairly sure this is a Belgian text, if that helps.

Couples are not exempted either (exempted from what?). I did qualify my answer and set it at a 2 level. I see Kudoz as a tool to provide answers but also to help translators think of new possible angles :-)

Just thought of it, it is not an easy way out, but there are 'no fees applicable' or 'no fees apply'. End of story. I don't need the points, it is just meant to help you on your way.
