: Na terenie jednej gminy jest na ogół wiele parafii, więc to chyba najlepsze. Choć szczerze mówiąc ktoś nieźle zaszalał!

The thing is, of course, that in the UK, it would be perfectly ok-a parish is an adminstrative unit with its own council etc. Thank you :-)

: Sołectwo tylko w przypadku inwestycji na terenie wiejskim - w mieście byłoby to osiedle/dzielnica. I nie wiemy, czy ten/ta/to "parish" posiada samorząd.:)

Z mojego wiejskiego doświadczenia wynika, że wszelkie inwestycje infrastrukturalne przeprowadza się na terenie minium jednej gminy lub dwóch.
@Caryl, if we assume that a county corresponds to a powiat, what would parish correspond to if the next closest is a gmina, and a solectwo is the lowest in this hierarchy?
