Explanation:
I have looked at two references for this. The first one is the WATA Online dictionary which I have listed in my answer (click the link then search the page for the term 'Trustee'). WATA uses both أمين and کاتم السر for secretary. If you go to the second link I posted, which is a UN report, you will see that the term is translated by the UN as 'Trustee'. So it is obvious that the UN distinguishes between 'General Secretary الأمين العام' and 'Trustee آمین السر'. I trust how the UN people handle these things.
You can also google the following search term 'أمين السر trustee' and study the results you get, but I believe that the UN has enough authority on the subject.

In reference to Mr. Talawy's disagreement comment I also add that if we take the functional definition of the term 'Secretary' it does not apply to the functions of the "أمين السر". The translation should convey the function of the job.

  -> What you are referring to according to the Farouqi legal dictionary is the 'Custodian'. I still believe that the UN handling of this term is the way to go. Please refer to the document as a sample.
