Le titre de navigation est constitué par un certificat communautaire pour:
1 ° Les bateaux de marchandises ou de plaisance dont la longueur est égale ou supérieure à 20 mètres;

4° Les remorqueurs et pousseurs destinés à remorquer ou pousser ou à mener à couple les bâtiments visés aux trois alinéas précédents;
5) Les bateaux à passagers motorisés destinés au transport de plus de douze passagers.

Le titre de navigation est constitué par un certifïcat de bateau pour:
1) Les bâtiments mentionnés à l'article 7 qui naviguent sur les eaux intérieures non reliées par voie d'eau intérieure aux eaux intérieures des autres Etats membres de la Communauté européenne, dont la liste est dressée par arrêté du ministre chargé des transports;
2) Les bâtiments ne relevant pas du champ d'application de l'article 7 du présent décret, à l'exception des bateaux de plaisance d'une longueur inférieure à 20 mètres et dont le produit de la longueur, de la largeur et du tirant d'eau est inférieur à 100 mètres cubes.

II. - Le propriétaire d'un bâtiment relevant du présent article ou son représentant peut cependant demander à se voir délivrer un certificat communautaire.

Pour les établissements flottants, le titre de navigation est appelé certificat d'établissement flottant.

Yes you're quite right David (not shipping and non-pro). I've been reading more into this than necessary.

I've edited the category as this term is not specific to the subject of shipping. It also falls within the Non-Pro classification, IMO.
