Is this term different from 'salary'? I have seen it elsewhere as a 'Golden Handshake' but this does not seem correct as it is being paid out monthly, rather than a one-time installment.

monthly compensation...
I think the person who receives this payment is not officially on the payroll of the employer, that's why they don't use the word salary. However, they have to find a way to justify the payment, and give it a name. I sugget to translate it based on the context, for example, according to what the person's duties under his/her employment contract.

I think it just refers to the payment for some kind of service. But you'd better check out the context and make sure what it represents. Hope it's helpful!

这个英译与中文原义有出入。“聘用金”在这里就是指雇用这个outside adviser 所支付的月薪，没有更多的含义在里面。而英文的“retaining fee" 或"retainer"有两个含义：1.预先支付；2.可能是全部费用的一部分，服务完成以后再支付所余部分。这是不同于普通薪金的地方。如果中文原文没有这两层含义，就不宜译成”retaining fee"。
