Physical Education Study
Without the actual course description, my interpretation of the course title means that it is the study of physical education (PE). It's not PE itself. If it were simply PE, then it would be 体育. "Physical Education in School" is appropriate as well.

Education already contains the meaning of study, and "学校"means the the study for physical education is in school rather than any other places.
