If the *source* were Microsoft, WINS would have to mean Windows Internet Naming Service (MS's implementation of NetBIOS). If this is only *about* Microsoft software, someone is being sloppy.

Does it mean that upgrades should be done simultaneously for OCS 2007 and Ex2007? Does wins here simply mean Windows, and if what it has to do with upgrades?

"wins" is often used in place of "Windows" - however, not in formal documentation...
