I hate to say this, but the answers presented so far seem to be largely wild guesses. In fact, there is nothing mysterious about the expression at all.
Having said that, some more context would help in selection of tenses, for instance. The term "le devenir" here is something like "what is/was to become of"; other possibilities are "the fate of", "what happened/was to happen/is to happen/... to", etc. The point is that the information was complete "up to" (the standard translation for "à ... près") or "except for" or "except in relation to", ..., what happened, was to happen, is to happen to the "provisions en cours".

I basically understand this in the same way as Etienne (like "à ceci près" - they know for certain about everything except...) but take the "devenir" to refer to the "fate" of the provisions: you could say something along the lines of: For subsequent years for which all information is available (apart from information on future developments/changes/treatment in/of provisions..."
