I don't think that "bonded warehouse" is right for most goods. Bonded warehouses are for long-term storage of goods subject to excise duty, typically alcohol and tobacco. They are not necessarily run by the state.

Given Anton's note, maybe "storage of goods under seal" would be better. "storage" doesn't sound quite right if goods are transported though. How about "holding goods under [customs] seal"?
