garba in Catalan means a sheaf. If this is the right dialect, then I'd guess that it means a bunch of garlic - stems and all

agree translatol : Agree with "garlic shoots"- this is not the cloves of dried garlic. And no, Catalan is definitely not a dialect, it's one of the official languages of Spain.

bunch of garlic scapes

The green part that grows out of the top of the head of garlic is a garlic scape. They have a more subtle garlic flavor (likened to leek) and might have a texture like asparagus. Ajo tiernos (garlic tenders) are garlic scapes. If you go to a farmers market, this part of the garlic is sold separate from the head and is called "garlic scapes." They make a yummy pesto when roasted. The below link doesn't outright say that these are the tops of garlic heads, but it describes the garlic scape and its uses perfectly.
