It's not clear to me whether this means "comply with" notices etc. "received from" or if it means to "submit the necessary notices" etc. "to"... "comply with" (...) "before" seems too vague, I'm not sure what that means. Thanks in advance.

Otorgar a favor de XX y YY un poder para pleitos y cobranzas y para actos de administración, para que, en nombre y representación de la Sociedad, lleven a cabo todos los tramites necesarios para cumplir con cualquier aviso, rectificación y solicitud de permisos ante la Secretaria de Economía, particularmente ante la Dirección General de Inversión Extranjera y ante el Registro Nacional de Inversiones Extranjeras, y ante cualquier autoridad, ya sea administrativa o judicial, durante el curso ordinario de las operaciones de la Sociedad.

This is referring to a mixture of things: "aviso, rectificación y solicitud de permisos".
I'd be tempted to write: "respond to any notice or correction and comply with any request from the....."

comply with(....) before

Asi es exactamente. This is a power of attorney for legal representation before the Ministry if Economy, mainly within the Foreign Investment Office, or any other government office where the Corporation might need to be represented. I am not sure from your text, but it sounds like this would be from a Mexican Text.
