"On déplore également un taux élevé de mortalité infantile, la persistance des épidémies, un faible taux d'accès à l'eau potable, la faible couverture de la vaccination, et le sous encadrement aussi bien de l'administration publique que des secteurs de l'éducation et de la santé."
I can't come up with a translation I'm happy with. Any ideas?
