shipment theft

I feel like you have to make it clear that this is an illegal activity; 'confiscation' and such terms make it seem like the act of skimming off some or all of the drugs is regimented by some authority. Quita cargas refers to officials corruptly taking drugs, often in exchange for a lighter penalty to the trafficker.
