Correction: "giorno festivo" = "non-banking day" and "giorno non festivo" = "banking day".

It is effectively a half-day off. A full day would be a day when transactions are accepted for execution until, say 2pm, while on a semi-holiday they are accepted until, say 10 am, otherwise, they are posted with next day's date. Etc.

Thanks for your suggestions. As usual, I should have provided more context! This is do with the bank system, where "giorno festivo" = "banking day" and "giorno non festivo" = "non-banking day", hence the problem with "giorno semifestivo". It doesn't help that no such day exists in UK banking terms. I s'pose it's just have to be "half-banking day", although the term doesn't actually exist!

This fitted my context best, although I changed to "half working day" as this is in fairly common usage (forcing me to change the many "banking days" to "working days". If my text wasn't so technical, I'd have opted for "national half-day holiday" (which is what I've entered have entered in the glossary)."

Or short working day. I don't think there is an "official" term. I've been working in the UK for over a decade and I've never come across the concept because if I decide to take half-day off that is from my own holiday entitlement, but semifestivo is for everyone, that means everyone has half a day off and, as far as I'm aware, this does not happen in the UK at least.
