Basado en esta definición de "cita" del Diccionario de la Real Academia, se me ocurre que se puede referir a pruebas de que la persona nació en ese lugar. El certificado de nacimiento, ficha de bautismo, pasaporte, etc. pudieran ser una de estas pruebas; siendo el certificado de nacimiento la más categórica. De nuevo, es una posibilidad a considerar en el contexto total.
