The implication is that because their recruitment policies "favor or advocate progress, change, improvement, or reform" and thus also employ "enlightened or liberal ideas, new or experimental methods" the organization is more attractive to talented, forward-thinking applicants.
I really doubt that the meaning is "step-by-step." Is a "step-by-step" recruitment policy truly special enough to attract the best applicants?

I would say "进步的录用选拔政策"and "大胆、不循常规的录用选拔政策"(Lydiachang's translation) are both good in this context. However, since Kevin's note is more enlightening for me, I decided to give him the credit.
